JOB TITLE: PRECINCT MANAGER

REPORTS TO: CHIEF OPERATIONS OFFICER

 

Position Overview

The VRCID is one of 46 City Improvement Districts (CIDs) in Cape Town. Its goal is to maintain a clean, safe, and sustainable environment within a specific geographical area – in this instance, Bellville and Parow CBD areas. An opportunity exists to fill one of three Precinct Manager posts within the VRCID.

The Precinct Manager should be a self-motivated, independent, people-person who has diverse knowledge of urban management, place making, public safety and or property management. Service delivery within the mandate of the VRCID is key.

Reporting to the Chief Operations Officer, the Precinct Manager is responsible for managing the day-to-day operational aspects of his/her specific Precinct in pursuit of the VRCID’s primary mission to achieve a safer, cleaner and well-managed VRCID.

The Precinct Manager manages his/her assigned Precinct by inspecting the Precinct daily and monitoring outsourced cleaning and public safety services, to ensure that the Precinct is kept clean and safe for the general public and that the outsourced service provider always meets or exceeds the agreed service level agreement.

In the event of a Precinct Manager being allocated an official vehicle, he/she shall not spend more than 25% of the working day in the actual vehicle; he or she should be able to spend 75% of the day on foot, within the area of responsibility.

The Precinct Manager must work to improve the physical environment of their area and enhance the image of the assigned Precinct by initiating urban renewal and regeneration.  The Precinct Manager will maintain a professional interface with the public, ensuring that the VRCID is portrayed as a professional organization and should be fully committed to supporting the core objectives of the VRCID.

Commencement date: 1 May 2022 or soonest thereafter.

 

Education:

  • Diploma or advanced studies and or advanced knowledge of urban and property management, public safety and security or policing would be an advantage.

 

Requirements:

  • Ability to solve problems creatively and quickly.
  • Ability to work independently, with an excellent work ethic and professional conduct.
  • Must be in good physical condition, as the role involves spending prolonged time walking within the Precinct on daily basis.
  • Strong administration skills; proficient in MS Office (Excel, Word and Powerpoint).
  • Strong reporting skills (written, spoken and presentation).
  • Strong analytical skills, including ability to collect and interpret data.
  • Excellent interpersonal, communication and public speaking skills to build and maintain relationships with all stakeholders.
  • Respect and appreciation for cultural differences and diversity.
  • Valid driver’s license and own reliable transport.
  • Preferably live in the Northern Suburbs as successful candidate would be expected to work regularly after-hours and weekends.
  • High level of emotional intelligence and ability to keep emotions under control.
  • Adaptable.
  • Highly organized.
  • Can-do attitude.

 

Job function:

  • Work alongside partners like the City of Cape Town, local Partners, civic organizations and other Cape Town CIDs, and others.
  • Management of client relationships, including daily on-site visits, and communicating and presenting the VRCIDs objectives to levy payers.
  • To work as part of the wider team to undertake and deliver on the VRCIDs mandate of a clean, safe and sustainable area.
  • To take undertake overarching responsibility for their assigned Precinct.

 

Overall responsibilities:

  • Management of all Precinct-related projects, from start to finish. Including outlining workflow schedules, relaying project updates to management (progress, challenges, risks) and managing budgets, if allocated.
  • Attend meetings with levy payers, the City of Cape Town, SAPS, City Law Enforcement agencies, as and when required. These meetings are typically before and after-hours.
  • Conduct research, analysis, and consultation on-site, and map all Precinct-related information.
  • Management of client relationships, including daily on-site visits, and communicating and presenting the VRCIDs objectives to levy payers.
  • Generate reports and any information required, in a timely and professional manner.
  • Contribute positively to discussion and development of the VRCID.
  • Undertake any other duties consistent with the level of the position and nature of the VRCID.
