Cape Town has officially joined the global Vanguard Cities Network through a new partnership with the Institute of Global Homelessness. The City has committed to reducing homelessness by 25% by 2030, focusing on prevention, developmental services, data-driven strategies, and collaboration. U-turn Homeless Ministries, together with local partners and city leadership, welcomes this milestone as a bold, collective step toward lasting solutions to homelessness in Cape Town.
CAPE TOWN JOINS GLOBAL VANGUARD CITIES NETWORK TO REDUCE HOMELESSNESS

The Cape Town metro has taken a bold step in tackling homelessness by joining the Institute for Global Homelessness’s Vanguard Cities network—becoming the 18th city worldwide committed to reducing street homelessness through strategic measurement, innovation and collaboration.
Under this agreement, the city pledges to a rigorous annual count of its rough-sleeping population, to set measurable reduction targets locally, and to share its lessons-learnt while learning from global peers.
Significantly, it also positions lived experience of homelessness at the heart of solution-design, ensuring those who have lived on the streets have a voice in crafting answers.

CAPE TOWN’S REVISED MUNICIPAL BY-LAW

Cape Town has approved key amendments to its Municipal Planning By-law, paving the way for affordable rental housing, legalising small-scale developments, and improving urban management in high-demand areas like Bellville. The changes aim to empower micro-developers, enhance safety and service access, regulate renewable energy structures, and curb illegal building work—setting a new benchmark for sustainable urban growth.
BETTER.BELLVILLE. TOGETHER IMPACT KEEPS GROWING

The Better.bellville.together initiative is making a lasting impact in Cape Town’s northern suburbs by supporting small businesses, improving public spaces, and promoting sustainability. With over 183 tons of waste recycled, job creation, and community development projects, the programme shows how collaboration can drive real change.

PILOT COUNT OF ROUGH SLEEPERS UNDERTAKEN ACROSS CAPE TOWN

On November 13, 2024, over 200 volunteers participated in a pilot count of rough sleepers across Cape Town. Organised by U-turn, Streetscapes, MES, and other organisations, this initiative aims to collect vital data to understand and reduce homelessness, with future counts planned to expand coverage.
